1) Accept the Sewer Reline Fiscal Year 2022 Project (SW220), with Sancon Technologies, Inc., Huntington Beach, CA, Contract No. 2022-241, as complete; 2) authorize the Director of Public Works to File the Notice of Completion; and 3) authorize the release of the retention funds following the 35-day lien period.

BACKGROUND
As part of the Five-Year Capital Improvement Program, Public Works staff reviewed televised sewer inspections and identified various locations of existing 8-inch and 10-inch vitrified clay pipe (“VCP”) sewer lines requiring rehabilitation work. Rehabilitation of existing VCP and concrete sewer lines was done by the process of Cured-in-Place Pipe (“CIPP”), where installation of a resin is tightly formed to the current sewer lines. The resin is cured with hot water under hydrostatic pressure or steam pressure.
On October 6, 2021, staff published a formal Notice Inviting Bids via the City’s PlanetBids website and received bids from five (5) contractors. On November 16, 2021, the City received two (2) written bid protests, which resulted in the lowest apparent bidder withdrawing from the procurement process. City Council rejected all bids on December 7, 2021, and authorized staff to re-bid Project No. SW220.
On January 18, 2022, City Council awarded a construction contract to Sancon Technologies, Inc., Huntington Beach, CA, for the Sewer Reline Fiscal Year 2022 Project (SW220) in the amount of $1,061,750.00. Throughout the project, City staff identified additional areas requiring rehabilitation and requested to include these locations for televised sewer inspections and CIPP, resulting in three (3) contract change orders.
ISSUES/ANALYSIS
All work has been completed per the terms of the original contract and approved change orders. The following is a summary of the final accounting of construction costs for the project.
The total construction contract change order amount is $102,747 (9.68% of the total contract). Ten percent is generally considered within the normal range of changed conditions on a Public Works construction projects and, by providing change order authority upfront, the City Council helps to reduce the possibility of delay on a construction project.

Sancon Technologies, Inc., Huntington Beach, CA, has complied with the terms of the contract. A Notice of Completion has been prepared for filing with the San Bernardino County Recorder's Office and the retention funds will be released following the 35-day lien period.
