BACKGROUND

Monte Vista Park is located at 13196 Monte Vista Avenue at the terminus of D Street. The neighborhood park is in the old town area of Chino and is surrounded by single and multi-family residential dwellings. The park site contains several site amenities including playground equipment, barbeques, basketball court, open space, and a recreation center primarily operated as a “teen center.”

In July 2019, park improvements and renovations were completed at Monte Vista Park. This included renovating the existing splash pad, constructing a new shade shelter, and installing a new multi-use restroom building.  At the time of completion, staff noticed the property directly north of the park, located at 13146 Monte Vista Avenue, Chino, CA (APN: 1019-171-10-0000), had been boarded up and appeared abandoned.  After contacting the property owner, it was determined they were willing to sell the property to the City for future expansion of Monte Vista Park.

The purchase of the property was placed on January 20, 2021, Planning Commission agenda to determine conformity with the City’s General Plan. By a 7-0 vote, the Planning Commission found that the proposed acquisition was in conformance with the General Plan because the General Plan’s Parks and Recreation Element's goals identify the need to maintain existing park and recreational areas and provide recreational opportunities that will meet the changing community needs. On April 6, 2021, the City Council adopted Resolution No. 2021-0019, approving the purchase of the property at 13146 Monte Vista Avenue. Subsequently, on November 15, 2022, the City Council authorized a contract for the demolition of the house on the property, which was carried out shortly thereafter.

Monte Vista Park is within the census block eligible for Community Development Block Grant (CDBG) funding. Annually, City Council approves a one-year action plan to program projects for CDBG funding. The primary objective of the CDBG Program is “the development of viable urban communities by providing adequate housing, a suitable living environment, and expanding economic opportunities, principally for persons of low and moderate-income.”

On June 16, 2025, the City Council approved the FY2025-26 One-Year Action Plan, which includes the Monte Vista Park Expansion Project (PK255). The enhanced amenities from 2019 have led to a noticeable rise in park usage. To accommodate the growing number of users and vehicles accessing the park, the project proposes extending the existing parking lot into the adjacent vacant parcel.

ISSUES/ANALYSIS

On September 8, 2025, Public Works staff solicited an Informal Request for Proposals (RFP) from the Master On-Call consultant list (RFP#2023-3003) to five (5) firms for Professional Services to prepare engineering plans for the Monte Vista Park Expansion Project (PK255). On October 2, 2025, the City received three (3) proposals in response to the Informal Request for Proposals. The proposals were evaluated and ranked based on their responsiveness to the RFP. Staff selected the proposed consultant within the guidelines of the State of California Government Code and the City’s Purchasing Ordinance. The final ranking of the firms is shown below.
