BACKGROUND
The Public Works Department - Streets Division is responsible for maintaining sewer infrastructure consisting of approximately 226 miles of sewer mainlines. In November of 2023, Public Works Services received a call for a sewer backup at the intersection of Central and Edison Avenues. Public Works wastewater staff responded and cleared the blockage. Subsequently, wastewater staff conducted a televised inspection of the sewer main line, identifying a failure in a section of the main line pipe. This failure caused a backup, necessitating immediate repairs in the identified section as well as other sections of the sewer main line.
ISSUES/ANALYSIS
The intersection at Central and Edison Avenues is a major intersection that requires extensive traffic control for the repair work. While the City’s Public Works crew is capable of performing this types of work, due to extensive traffic control that would exhaust the City’s resources, staff recommends contracting this work to a qualified contractor. A concrete sewer pipe is not an industry norm-recommended sewer pipe material. Concrete sewer pipes are prone to corrosion due to off-gas from the sanitary sewer water. The contractor will replace the section with a vitrified clay pipe material. Public Works field staff and Engineering initiated a sewer inventory of all concrete sewer pipes to schedule them for sewer lining to prevent another concrete pipe cave-in due to corrosion.
In November 2023, staff solicitated three qualified contractors specializing in excavation and sewer pipe replacement to submit bids for the repair. Based on the distance from the manhole to the break in pipe, the contractors submitted bids to repair up to 25 feet of 8-inch concrete sewer pipe. In early December of 2023, three (3) bids were received with the following results:
