BACKGROUND

On July 6, 2021, the City Council awarded a construction contract to Sequel Contractors, Inc., Santa Fe Springs, CA, for $3,313,079.27 for the Street Rehabilitation Project - Pipeline Avenue (“ST162”) and Traffic Signal Modifications - Grand Avenue at Spectrum East and West (“TR171”). Additionally, the City Council authorized expenditures of up to $331,000.00 (10% of the construction contract) for project contingencies, bringing the total construction contract amount not-to-exceed $3,644,079.27. Project ST162 included a grind and overlay on Pipeline Avenue from Grand Avenue to Eucalyptus Avenue South and accompanying accessibility improvements.  Project TR171 improvements included a combination of grind and overlay and slurry seal on Grand Avenue from Pipeline Avenue to the west City limits; concrete lane installation at Grand Avenue and Roswell Avenue; traffic signal modifications at the intersections of Grand Avenue and Roswell Avenue and along Grand Avenue at Spectrum West and Spectrum East; and accompanying accessibility improvements.

On February 21, 2023, the City Council approved a construction contract increase of $585,953.57 encompassing both ST162 and TR171 projects for additional work required to replace 300 linear feet of two westbound asphalt lanes with concrete at the intersection of Grand Avenue and Roswell Avenue. This increase brought the construction contract to a new total not-to-exceed amount of $4,230,032.84. Throughout the project’s construction, the City approved five (5) Contract Change Orders (“CCO”) for a total amount of $205,363.77. These CCOs addressed various unforeseen field conditions along with cost increases in material, equipment, and labor. There were several unanticipated delays experienced by the project including an extensive suspension of work required to accommodate the Caltrans permitting process for traffic control; scheduling revision to accommodate a busy holiday shopping season; and delays caused by the historically wet 2022 to 2023 rainy season.

ISSUES/ANALYSIS

All work has been completed per the terms of the original construction contract and approved change orders. The following is a summary of the final accounting of construction costs.

The total contract change order amount is $205,363.77 (5.83% of total contract). Ten percent is generally considered within the normal range of changed conditions on a Public Works construction project and City Council providing change order authority upfront helps to reduce the possibility of delay on a construction project.
