RECOMMENDATION
1) Approve Amendment No. 1 to the Law Enforcement Services Agreement between the Chino Valley Unified School District (CVUSD) and the City of Chino, effective retroactive to July 1, 2026, to revise the D.A.R.E. Officer assignment from a twelve (12)-month, year-round assignment to a ten (10)-month school-year assignment; 2) reduce the FY 2026-27 revenue budget by $27,692.97 from $1,125,712.43 to a revised total of $1,098,019.46 to reflect the reduced cost for D.A.R.E. Officer services; and 3) authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND
On July 21, 2026, the City Council approved the School Resource Officer Program Agreement with the Chino Valley Unified School District (CVUSD) in the amount of $1,125,712.43. The approved agreement included reimbursement for D.A.R.E. Officer services on a twelve (12)-month, year-round basis.
The agreement is effective for Fiscal Year 2026-27, from July 1, 2026, through June 30, 2027.
ISSUES/ANALYSIS
After the City Council approved the School Resource Officer Program Agreement on July 21, 2026, it was determined that the version presented to the City did not reflect the Chino Valley Unified School District's intended service period for the D.A.R.E. Officer. The District intended for D.A.R.E. Officer services to be provided only during the regular school year rather than on a year-round basis.
The proposed First Amendment revises the agreement to reduce the reimbursable service period for the D.A.R.E. Officer from twelve (12) months to approximately ten (10) months. This change reduces the reimbursement to the City accordingly.
The original agreement was approved by the CVUSD Board of Directors at its June 18, 2026 meeting. The Board subsequently approved the First Amendment at its July 16, 2026 meeting.
All other terms and conditions of the agreement remain unchanged.
