1) Approve a General Fund project balance transfer of $180,450 from completed project Yorba Ave Street Improvements (ST233) and $327,618 from completed project Local Street Rehabilitation FY 2024 (ST241) for a total transfer amount of $508,068, for a revised project budget of $6,286,041 for Euclid Avenue Bridge Project (ST243); 2) approve contract amendment No. 4 with Biggs Cardosa Associates, Inc., Contract No. 2024-163 in the amount of $891,409 for a revised contract amount of $5,224,168.58 for additional design engineering and environmental services related to Project ST243; 3) approve a Memorandum of Understanding between the City of Chino and Santa Ana Watershed Project Authority to establish the terms, conditions, and cost share for design of the Brine Line Reach IV-D; and 4) authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
This action transfers remaining General Fund budget from completed street improvement projects (ST233 and ST241) in the amount of $508,068 to the Euclid Avenue Bridge Project (ST243). There is no fiscal impact to the General Fund, as this is a budget transfer reallocating funds between Capital Improvement Program (CIP) projects. FY 2025-26 project budget is summarized below:

BACKGROUND
Euclid Avenue, between State Route 71 (SR71) and Pine Avenue, is subject to frequent flooding during heavy rain events. A significant storm event can raise the water level of Chino Creek to overtop the roadway requiring a street closure and detouring. Detours around Euclid Avenue are typically circuitous and send passenger vehicles and heavy trucks through local streets that would otherwise not carry such significant volume and load. The Euclid Bridge Project (ST243) aims to decrease the access impact caused by heavy rain events by raising the street profile to accommodate the free flow of storm water. A raised profile design will increase safety and create reliable access of the roadway even during heavy rain events. It will eliminate the recurring Public Works crew responses to close the gates, maintenance cost for clean-up and debris removal after flooding, and will also end inconvenience to motorists from repeated road closures during heavy rain events. All of these additional responses divert City crews and resources from responding to other safety concerns during rain events. The project will also add pedestrian and bicycle facilities to make it a multi-modal corridor for all users.
On November 7, 2023, the City Council awarded a Professional Services Agreement to Biggs Cardosa Associates, Inc., Orange, CA (Biggs) for Engineering Design and Bid Support Services for Project ST243 for a not-to-exceed amount of $3,944,225.34. Council additionally approved a design contingency budget of $394,423.
On May 21, 2024, the City Council awarded a Professional Services Agreement to Project Partners, Inc., for Project Management Services for ST243 for $426,000. Due to the scale and complexity of the project, the City sought an experienced Project Management firm to provide overall project management, coordination, and supervision of project consultants and sub-consultants to facilitate performance of the work.
On February 4, 2025, the City Council approved Amendment No. 2 with Biggs for additional consultant services to prepare an Environmental Impact Report (EIR) for $388,534.24. The preparation of an EIR provides comprehensive details pertaining to project impacts and impact mitigation; provides greater opportunities for public and agency engagement with the community and regulatory agencies; and provides a more defensible position to the City in the event of challenges. The EIR approach also creates opportunities for the City to be eligible for federal funding once the environmental document has been approved.
On May 20, 2025, the City Council awarded a Professional Services Agreement to Arellano Associates for Public Outreach Services for ST243 for $499,983. Amendment No. 2 with Biggs did not include a public outreach component required for the preparation of the EIR to comply with CEQA requirements. Therefore, the City selected a public outreach consultant to work closely with the City team to develop cohesive messaging and stakeholder engagement for the project. To date, the public outreach consultant has branded the project “Elevate Euclid” and has successfully administered two public scoping meetings. Work is progressing on development of the Draft EIR, anticipated for circulation later this year.
ISSUES/ANALYSIS
As the design of the Euclid Avenue Bridge project advances, several items have been identified by the City and Biggs as beneficial to the project that were not included in the original project scope. These additional items include the following:
1. Brine Line Relocation: The added scope includes design of a new pipeline carrying brine waste (brine line) owned by the Santa Ana Watershed Project Authority (SAWPA) to replace a segment of brine line interfering with the project.
2. Traffic Signal at Prado Regional Park Entrance: The added scope includes design of a traffic signal and access improvements at the intersection of Euclid Avenue and M. Combs Way at the Prado Regional Park entrance. The City determined that the addition of a traffic signal at this intersection would be advantageous to include with this project due to forecasted traffic volumes. The additional work will also include design of Americans with Disabilities Act (ADA) compliant curb ramps.
3. Extension of Multi-Use Path and Street Lighting: The added scope includes design of the multi-use path extension and additional streetlights from current project terminus to the intersection at M. Combs Way at the Prado Regional Park entrance. With the addition of the traffic signal at the Prado Regional Park entrance, the City deemed it necessary to extend the multi-use path to this intersection and provide lighting for safety of the pedestrians and cyclists. This scope will also include a revision to the project’s hydrology and hydraulics report.
4. Environmental Documentation for Expanded Scope: The expanded scope includes the work associated with the traffic signal, extended multi-use path and streetlighting improvements from north of the bridge to the intersection at M. Combs Way. Also, revisions to all environmental documents are required.
5. Environmental Monitoring: Unanticipated biological and archeological monitoring during geotechnical field work will be required as part of agreements with local tribes.
6. Agency Coordination: Additional unanticipated coordination with San Bernardino County Parks Department, United State Fish and Wildlife Services, Caltrans, and the United States Army Corps of Engineers is necessary in preparation for the geotechnical field work.
SAWPA MOU
An existing brine line owned by SAWPA has been identified as conflicting with the deep foundations and retaining walls of the proposed bridge. City staff and SAWPA staff have worked closely to understand the impact of the project and explored all alternatives to maintain the structural integrity of the brine line. SAWPA staff ultimately determined that isolated relocations of the line at points in conflict would not be practical and that relocation of the entire line through the Prado Basin, outside the footprint of the new bridge, would be the most appropriate solution. The City and SAWPA further engaged to develop terms of a Memorandum of Understanding (MOU) defining responsibilities and cost share for design of the brine line facility relocation. The MOU establishes the City of Chino as the lead agency who will hire and oversee the consultant for the design of the project. The cost will be shared equally between SAWPA and the City of Chino, with each contributing $234,000. SAWPA will reimburse the City upon completion of the design. The SAWPA MOU was approved at the Project Agreement 24 Committee meeting held on April 7, 2026, where City staff were present to answer questions on the project.
Staff recommend that the City Council approve Amendment No. 4 for $891,409 with Biggs Cardosa for additional design engineering and environmental services related to the Euclid Avenue Bridge Project. Additionally, staff recommend that City Council approve a Memorandum of Understanding with SAWPA.
