BACKGROUND
On August 5, 2019, the Planning Commission approved Chino Preserve Development Corporation’s (a Lewis Management Corporation company, i.e. “Lewis”) application for Master Site Approval and Tentative Tract Map No. 20164 (an “A” level master plan and subdivision for conveyance purposes of a 54.78 adjusted gross acre project site for the development of 388 residential units in the Low Density Residential (LDR) land use designation. This project is generally located south of Market Street, west of Hellman Avenue, north of Legacy Park Street, and east of Discovery Park Avenue for what is known as the Block 4 area in The Preserve Specific Plan (Exhibit A).
Tract Map No. 20164 created nine numbered lots and twelve lettered lots for the entire Block 4 area. The numbered lots establish the parcels for the nine planning areas and six “B” level Tentative Tract Maps 20165, 20166, 20167, 20168, 20248, and 20249.

The Engineering Conditions of Approval for this tract required Century to design and construct certain improvements both public and private expanding on the existing backbone infrastructure including, but not limited to, potable water lines; street improvements; sewer improvements; storm drain improvements; and other infrastructure. The public improvements completed by Century necessitated the execution of a Subdivision Improvement Agreement and posting securities that the City Council approved on September 21, 2021 (Exhibit C). It should be noted that the costs associated with the design and construction of the required public improvements are completely offset by the developer. There is no direct fiscal impact to the City.
ISSUES/ANALYSIS
The public improvements are complete and have been constructed to the satisfaction of the City Engineer. The public improvements that are being accepted by the City of Chino include streets, storm drain, sewer, and domestic water.

Security for a one-year warranty period has been submitted to the City.
