BACKGROUND

The U.S. Department of Housing and Urban Development (HUD) requires the City, as a recipient of Community Development Block Grant (CDBG) funds, to prepare an annual Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER summarizes the City's CDBG activities, expenditures, accomplishments, and progress toward meeting the goals established in its Consolidated Plan and Annual Action Plan. The CAPER must be submitted to HUD within 90 days following the end of each program year.

ISSUES/ANALYSIS

The attached Program Year (PY) 2025-26 CAPER reports on the City's use of CDBG funds and its progress in meeting established housing and community development goals. The report includes information regarding available financial resources and expenditures, households and persons assisted, program accomplishments, and the City's overall performance. The CAPER also assists the City in evaluating the effectiveness of its CDBG activities and identifying future needs and priorities related to affordable housing, economic development, public services, and public improvements.

A total of $1,130,750.56 in CDBG resources was available during PY 2025-26, including the City's annual CDBG allocation and funds carried forward from prior program years. During the program year, the City expended $709,634.32 on the activities summarized below. The remaining balance of $421,116.20 will carry forward for eligible CDBG activities and the completion of ongoing projects.

A notice announcing the availability of the CAPER for public review was published on August 15, 2026, in the Chino Champion, posted in City offices, and placed on the City’s website to comply with the required minimum 15-day public comment period. This comment period was held from August 15, 2026, to August 31, 2026. As of the publication of this report, no written comments have been received. The CAPER is scheduled to be submitted to HUD by September 25, 2026, in advance of the federal submission deadline.
