RECOMMENDATION
1) Accept the APOC Batting Cages Equipment Replacement Project (IB249) completed by DLJ Development, El Monte, CA, Contract #2025-281, 2) authorize the City Manager to file the Notice of Completion; and 3) release the retention funds following the 35-day lien period.

FISCAL IMPACT
The project was completed within the approved Building Management Fund (650) project budget of $201,701.39. Acceptance of the project and filing of the Notice of Completion will not have an additional fiscal impact on the City.

BACKGROUND
The Fiscal Year 2024-25 Building Management Fund (IB249) budget provides funding for the APOC Batting Cages Equipment Replacement Project. The APOC Batting Cages feature a combination of token-operated automated baseball and softball pitching machines. The nine outdoor batting stalls have a range of pitching speeds to accommodate all skill levels and are one of the only batting cage facilities of this type in the region. Due to age, heavy use, and harsh operating conditions, the existing equipment experienced frequent breakdowns and was unable to operate at full capacity.
On June 3, 2025, the City Council awarded a construction contract to DLJ Development, El Monte, CA, for the APOC Batting Cages Equipment Replacement Project. The project scope of work included the removal and replacement of all equipment including the pitching machines, token boxes, light boxes, and conveyor systems, as well as the installation of new wiring, a new computer control system, and signage.
ISSUES/ANALYSIS
During construction, no change orders were required.

DLJ Development has satisfactorily completed all work within the project budget and has complied with the terms of the contract. A Notice of Completion has also been prepared for filing with the San Bernardino County Recorder’s Office.
