1) Adopt Resolution No. 2026-011 to accept the TDA Article 3 Grant Funding in the amount of $44,850 for Fiscal Year 2025-26; 2) establish a grant number G7264 Safe Route to School Improvements and appropriate $44,850 to the TDA Article 3 Fund (321) grant number G7264, with a corresponding increase to the grant revenue; 3) establish project number ST262 - Benson Avenue Safe Routes to School Improvements and appropriate $20,150 of the available local Measure I Fund 322, for the local match; and 4) authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT

Requires an appropriation of $44,850 to the revenue and expenditure accounts of the TDA Article 3 Fund (321), grant number G7264. Additionally, project ST262 requires an appropriation of $20,150 from the available Measure I fund (322) for the local match, as shown in the table below:

BACKGROUND

San Bernardino County Transportation Authority (SBCTA) oversees the disbursement of state funds made available to counties and cities for facilities geared toward the exclusive use of pedestrians and bicyclists, known as the Transportation Development Act (TDA) Article 3 Program.

To receive a funding allocation, counties and cities must apply with project specific applications to be eligible for award. In August 2025, City staff submitted a TDA Article 3 grant application to SBCTA to fund the preliminary design of safe routes to school improvement project on Benson Avenue from Chino Avenue to Riverside Drive.

ISSUES/ANALYSIS

On November 5, 2025, SBCTA Board of Directors approved funding in the amount of $44,850 from the TDA Article 3 Bicycle and Pedestrian Facilities Program for the Benson Avenue Safe Routes to School Improvements Project which requires a local match of $20,150.

Staff recommend the establishment of a new Capital Improvement Program (CIP) project, ST262 - Benson Avenue Safe Routes to School Improvements. Consistent with grant guidelines, the project aims to enhance pedestrian access at the intersections of Benson Avenue with Chino Avenue, D Street, C Street, and B Street. These improvements align with the City’s 2016 Chino Bicycle and Pedestrian Master Plan as this residential area is in proximity to Chino High School and Allegiance STEAM Academy. City staff received letters of support from residents for establishment of this project, which were included as part of the grant application. 

The TDA Article 3 Grant Program requires the City Council to adopt a resolution approving claim submittals and reimbursements to SBCTA, as well as identifying the individual authorized to certify project completion. Project certification takes place once the City team has finished the design phase. Following City Council acceptance of TDA Article 3 Grant funding G7264, and establishment of the Measure I CIP project ST262, staff will seek professional engineering services to design the project.
