BACKGROUND
The Human Resources/Risk Management Department routinely collaborates with departments to establish, revise, and delete job classifications. After an assessment of current operations in the Public Works Department, staff identified the need for an Environmental Compliance Supervisor position to assist with the supervision of water environmental service projects.
The Public Works Department is responsible for water resources and environmental services. As the number of water environmental projects continues to grow, state mandates and regulatory requirements have also increased. To address this, staff proposes reclassifying the vacant Project Coordinator position to an Environmental Compliance Supervisor position. The Project Coordinator position was a reclassification of an Administrative Secretary position that occurred during the FY16-17 Budget. The Project Coordinator position has been vacant since March 2024, and it has since been determined that this position no longer aligns with the department’s organizational needs.
ISSUES/ANALYSIS
The Environmental Compliance Supervisor is a new classification. Staff worked with the Public Works Department to create a job description for the Environmental Compliance Supervisor position, which will supervise staff responsible for water and environmental compliance functions. Based on the level and scope of responsibilities, the recommended salary range for the position is $8,090-$10,699 monthly.
The salary range was established based on the methodology outlined in the City’s Classification and Compensation Study. This approach recommends that supervisory positions be set at a salary level that is 10% to 25% higher than the highest-level position they oversee.
In line with this guideline, the Environmental Compliance Supervisor's salary range is set 25% below that of its supervisor, the Engineering Manager, and 11% above the Environmental Compliance Coordinator. Additionally, the Environmental Compliance Supervisor classification must be added to the salary schedule to comply with Title 2, Section 570.5 of the California Code of Regulations.
This reclassification will ensure the City continues to be competitive in the recruitment market, better positioned to meet future needs of the organization, as well as provide staff a career path assisting in the retention of qualified employees in the Public Works Department.
This classification is recommended to be placed in the Unrepresented Management unit.
