RECOMMENDATION
1) Accept the Citywide Slurry & Pavement Improvements FY2025 Project (NC251) with Gentry Brothers, Inc., Contract No. 2025-289 as complete; 2) authorize the Director of Public Works to file the Notice of Completion on behalf of the City of Chino; and 3) authorize the release of retention funds following the 35-day lien period.

FISCAL IMPACT
The contract was completed within the City Council approved budget of $1,829,960 for NC251. The unused contingency of $11,960 will be returned to the Measure I Fund 322 balance.

BACKGROUND
The Citywide Slurry & Pavement Improvements FY2025 Project (NC251) scope of work included crack sealing, slurry sealing, pavement rehabilitation, curb ramp reconstruction, and striping of approximately 16 lane-miles of residential streets.
In 2023, crack-sealing was performed in various neighborhoods throughout the City with the intent to return and complete slurry seal treatments at a future date. To increase effectiveness of the slurry treatment, NC251 included the use of a Rubber Polymer Modified Slurry (RPMS). This treatment involves adding crumb rubber to a mixture of asphalt emulsion, aggregate, and additives. This type of slurry offers improved crack sealing and a more durable surface.
The project also included deferred scope of pavement rehabilitation, slurry seal application, and curb ramp reconstruction on 10th Street and Jefferson Avenue, fronting Chino High School.
On June 17, 2025, the City Council awarded Construction Contract No. 2025-289 to Gentry Brothers, Inc. for the Citywide Slurry & Pavement Improvements FY2025 (NC251) for $1,663,600 and a contingency amount of $166,360, for a not-to-exceed amount of $1,829,960.
ISSUES/ANALYSIS
All work has been completed per the terms of the original construction contract and approved change orders. Change Orders No. 1 and 2 were approved by the Director of Public Works within the authorized contingency balance. Change Order No. 1 included additional limits of edge grinding to enhance slurry seal application at various locations. Change Order No. 2 included the replacement of 104 water valve cans to improve Water Division’s access to the valves and ensure longevity of the pavement surface. Change Order No. 3 is the final balancing change order addressing changes in quantities to reflect actual work performed.
Gentry Brothers, Inc. has complied with the terms of the contract. A Notice of Completion has been prepared for filing with the San Bernardino County Recorder’s Office. The retention funds will be released following a 35-day lien period.
