RECOMMENDATION
Award a Professional Service Agreement to Southstar Engineering and Consulting, Inc. for Civil Engineering Design Services for the Sewer Line Rehabilitation Fiscal Year 2026 Project (SW260) for $363,990; and authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND
The City of Chino encompasses approximately 31 square miles and provides wastewater collection services to 21,000 sewer connections through approximately 270 miles of sanitary sewer pipelines. Staff developed a Capital Improvement Program that identifies recommended sewer line replacement projects and recommended phasing of the replacement projects to ensure the City efficiently collects and conveys wastewater for treatment for its customers. The selection and phasing of projects considers the age of the pipe, material, the number of recent repairs, and potential for a sewer overflow.
The project scope includes pipeline segments identified for replacement in the 2022 Sewer Master Plan, as well as segments selected by staff based on maintenance and repair history. The locations listed below are also referenced in Exhibit A - Vicinity Map:

The project will replace approximately 4,605 linear feet of existing 8-inch and 10-inch sewer mains constructed of either non-reinforced concrete pipe (CP) or vitrified clay pipe (VCP) depending on the location throughout the City.
The design scope includes topographical survey, utility research/coordination, potholing, preparing plans, specifications, cost estimates and bid/construction support. Moreover, this capital improvement will reduce potential for sewer overflows, more costly repairs in the future, decrease wastewater infiltration, and improve the overall system operations. Public Works service operations will be improved by adding cleanout access points at every sewer lateral connection at the property line to improve sewer lateral services to the properties.
ISSUES/ANALYSIS
On August 4, 2025, Public Works staff solicited an Informal Request for Proposals (RFP) from the Master On-Call consultant list (RFP No. 2023-3003) to three (3) firms for Civil Engineering Professional Services. The City received two (2) proposals by the closing date of August 15, 2025. The proposals were evaluated and ranked based on the following criteria:

• Quality and Responsiveness of Proposal
• Cost Evaluation
Following evaluation, Southstar Engineering and Consulting, Inc. received the highest score and is recommended for the contract award.
