BACKGROUND

The Fiscal Year 2024-25 Park Fund (PK231) budget provides funding for the Ayala Park Improvements Phase 1B - Softball Fields 1-4 Project.  Ayala Park is a 140-acre park that was constructed in 1979.  The largest park in Chino, Ayala Park continues to provide exceptional amenities for the public to enjoy, including a skate park, baseball and softball fields, soccer fields, two picnic pavilions, a football field, and expansive open spaces.  The Ayala Park Softball Fields 1-4 are utilized throughout the year by several sports groups, including Chino Girls Fastpitch and Major League Softball.

The project scope of work will include removal and replacement of fencing, backstops, bleachers, and park furnishings. Additional concrete paving will be added around the skate park, horseshoe pits, concession building and softball fields.  New backstops, fencing, bleachers with shade covers, dugouts with shade covers, bullpens, and score keeper box will be installed.  Turf improvements will include new irrigation and adjustments to the existing system. The softball fields and surrounding areas will meet the current American with Disabilities Act (ADA) accessibility standards upon completion of the project.  Construction will begin after the Fourth of July Fireworks event and be completed prior to the start of the softball season.

ISSUES/ANALYSIS

On January 31, 2024, staff met with the City Council Infrastructure Streets Committee to request additional funding for this project due to the revised engineering estimated amounts being higher than the projected budget.  The Committee supports this project and the additional funding source identified and described in the Fiscal Impact Statement and the funding summary below. In addition to the award amount, further expenses related to the project consist of construction management services, purchase of bleachers and dugout covers, and cost associated with the delivery and storage of equipment.  The additional funding will allow this needed project to be completed.
