RECOMMENDATION
1) Approve the Master Contracts with the Chino Valley Unified School District for the amounts of $375,000 for HOPE Program (Exhibit 1); $215,000 for CARE Program (Exhibit 2); $104,097 for LCAP School-Based Counseling/Health Services (Exhibit 3); $1,444,903.15 for ASES After School Program (Exhibit 4); and $147,000 for TYKES (Exhibit 5) for the provision of community services programs for FY 2025-26; 2) increase the revenue budget of the Community Services, Parks & Recreation Fund by $11,460; and 3) authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND
For several years, the City of Chino has partnered with the Chino Valley Unified School District (District). Through this partnership, the City and District work together to provide a variety of programs and services benefiting youth in the community. These programs include counseling, case management, resource centers, after school programs, and programs for parents of preschool children.
ISSUES/ANALYSIS
In order to facilitate efficient coordination and implementation of services, the District enters into a contract with the City to provide the services outlined in the Master Contracts (Exhibits 1-6). Once services are rendered, the City bills the District and the District reimburses the City for those services.
The Master Contracts were approved at the Chino Valley Unified School District Board of Education meetings on May 15 and June 5, 2025. Counseling services for Legacy Academy was included in the FY 2025-26 budget. The District included a Master Contract providing counseling services at Legacy Academy. Revenue was not included in the budget for the counseling services at Legacy Academy, and this will require an increase of $11,460 to the Community Services, Parks & Recreation Fund revenue budget.
