RECOMMENDATION

1) Authorize the acceptance of the 2024-2025 Office of Traffic Safety STEP Grant in the amount of $210,000; 2) appropriate $210,000 to the General Fund; 3) increase the general fund revenue grant budget by $210,000; and 4) authorize the City Manager or designee to execute all necessary documents related to this grant on behalf of the City.

FISCAL IMPACT

Appropriate $210,000 to the General Fund with a corresponding increase to the grant revenue. The requested appropriation is fully offset by grant revenue and no local matching funds are requested. The three grant numbers are G4263 in the amount of $140,000, G426A in the amount of $45,000, and G426B in the amount of $25,000, totaling $210,000. These federal funds are passed through the State of California, therefore will be placed on the Schedule of Expenditures of Federal Awards (SEFA).

BACKGROUND

The Chino Police Department has been awarded the "2024-2025 Selective Traffic Enforcement Program (STEP) Grant" in the amount of $210,000 from the State of California - Office of Traffic Safety. The grant period is October 1, 2025, through September 30, 2026, and will cover the cost of conducting DUI checkpoints, DUI saturation patrols, traffic enforcement, distracted driving, motorcycle safety, night-time Click-It-Or-Ticket operations, along with pedestrian and bicycle enforcement. Additionally, the grant allows for travel expenses for training and other direct costs related to DUI checkpoint supplies.

The federal funds allocated through the state in the amount of $210,000 will be allotted from three different state tracking numbers and the CFDA numbers are as follows: CFDA 20.608 $140,000-City grant #G4263, CFDA 20.600 $45,000-City grant #G426A and CFDA 20.616 $25,000-City grant #G426B.

ISSUES/ANALYSIS

The Chino Police Department will be able to conduct a total of six sobriety checkpoints, 12 traffic enforcement operations, 12 Distracted Driving enforcement, and 29 DUI saturation patrols with the grant funding made available. The State of California Office of Traffic Safety will reimburse the City of Chino for overtime expenditures, travel expenses and other direct costs up to $210,000 to conduct the operations authorized under the STEP Grant.
