BACKGROUND
The Disaster Mitigation Act of 2000 requires jurisdictions to have a local hazard mitigation plan (LHMP) that has been approved by the Federal Emergency Management Agency (FEMA) to receive pre-disaster and post-disaster mitigation funds. The federal government requires that the LHMP be updated, approved, and adopted every five years. The purpose of the update is to review and revise the current plan to reflect changes in development, progress in local mitigation efforts, and changes in priorities. The City of Chino’s LHMP represents a comprehensive description of the City’s commitment to reducing, preventing, or eliminating the impacts of natural and/or human-caused disasters.
The existing City of Chino Local Hazard Mitigation Plan was adopted May 15, 2018 (Resolution 2018-022). The City of Chino, in conjunction with community stakeholders, partnered together to update the LHMP. The update process began in 2024 when the City of Chino received funding from Hazard Mitigation Grant Program (HMGP) to update the plan. The plan was completed in 2025 and sent to the California Governor’s Office of Emergency Services (Cal OES) and Federal Emergency Management Agency (FEMA) for review. The review was completed in 2025 and copies of the updated plan are now available for public review.
ISSUES/ANALYSIS
A draft of the LHMP was submitted to Cal OES and FEMA for review/comments. The City of Chino LHMP has been determined eligible by both agencies for final approval, pending the City Council’s adoption of Resolution No. 2025-060.
The adoption of the updated LHMP will rescind all previous versions and replace the 2016* Location Hazard Mitigation Plan Update (Resolution 2018-022).
*The 2016 plan was approved in 2018.
