RECOMMENDATION

1) Accept the 2024 Justice Assistance Grant (JAG) in the amount of $21,005; 2) establish a grant number G425D and appropriate $21,005 to the Justice Assistance Fund 135 with a corresponding increase to the revenues; and 4) authorize the City Manager or Chief of Police to execute all necessary documents related to the grant on behalf of the City.

FISCAL IMPACT

There is no fiscal impact on the General Fund and no matching funds are required. An appropriation of $21,005 to the Justice Assistance Grant (Fund 135) is necessary, with a corresponding increase in revenues of the same amount.

BACKGROUND

The Justice Assistance Grant combines the former Federal Local Law Enforcement Block Grant and Byrne Grants and requires an entity in the County of San Bernardino to be responsible for applying for and administering the grant. The San Bernardino County Chiefs of Police and Sheriff agreed to make the San Bernardino County Law and Justice Group responsible for applying for and administering the grant. The group also agreed to pay the County an administration fee of five (5) percent of their respective allocation for this service. Effective with the 2024 JAG cycle, the responsibility has transitioned to the individual cities, which are now solely responsible for applying and administering their own JAG funds.

 

ISSUES/ANALYSIS

The Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides funding to state and local governments for support of a broad range of activities intended to prevent and control crime and improve the criminal justice system. Distribution of funds by the federal government is calculated using a formula, which considers both population and crime statistics. Awards are subject to the availability of appropriated funds.

Effective with the 2024 grant cycle, jurisdictions receiving JAG funding are no longer required to enter into subaward agreements. Instead, each recipient is directly responsible for complying with all federal award requirements and for carrying out the activities specified in their respective grant award in accordance with the applicable terms and conditions.

In March 2025, the Chino Police Department was notified of its eligibility to receive the 2024 Federal Justice Assistance Grant (JAG 2024) in the amount of $21,005. Funds from JAG 2024 will be used to purchase replacement ballistic helmets for police officers.
