BACKGROUND
The City of Chino is committed to protecting the lives, property, environment, and economic stability of the community through effective emergency management planning. The Emergency Operations Plan (EOP) serves as the City's primary framework for coordinating mitigation, preparedness, response, and recovery activities before, during, and after emergencies and disasters.
Over time, the EOP has undergone periodic revisions to reflect changes in laws, policies, organizational structure, and emergency management practices, with the last comprehensive update completed in 2014. To ensure the City maintains a current and effective framework to coordinate actions before, during, and after a disaster, a major revision of the EOP was needed. The updated plan has been comprehensively reviewed to ensure compliance with applicable federal, state, and local requirements, including the National Incident Management System (NIMS), California Emergency Services Act, and Standardized Emergency Management System (SEMS). Additionally, the plan was revised in accordance with the California Governor’s Office of Emergency Services (Cal OES) Emergency Plan Review Crosswalk for Local Government Agencies, ensuring consistency with emergency management standards, best practices, and applicable California legislation.
The EOP is a living document that evolves as operational needs, regulatory requirements, and best practices change. Staff will continue to develop annexes, policies, procedures, and operational guides that provide detailed direction for specific emergency support functions and hazards.
ISSUES/ANALYSIS
The adoption of this revised Emergency Operations Plan will rescind all previous versions of the plan and replace Resolution 2014-050. A copy of the Emergency Operations Plan will be available for public review in the City Clerk’s office.
