RECOMMENDATION

1) Authorize the acceptance of the State Department of Resources, Recycling and Recovery (CalRecycle) Rubberized Pavement Grant Program (TRP18) grant funds in the amount of $138,525; 2) establish Grant No. G7806; 3) appropriate $39,750 to the Traffic Installation - Monte Vista Avenue at Walnut Avenue Project (TR212) and appropriate $8,400 to the Pavement Improvements Zone 1 and Cypress Avenue Project (ST260); and 4) authorize the City Manager to execute the necessary documents on behalf of the City.

BACKGROUND

CalRecycle administers the Rubberized Pavement Grant Program to encourage the use of recycled waste tires in roadway projects throughout California. Established as part of the State’s waste tire recycling efforts, the program provides funding to local agencies that use rubberized asphalt in pavement rehabilitation and roadway improvements. By supporting the use of recycled tire materials, the program helps reduce landfill waste, promotes sustainable construction practices, and improves roadway infrastructure across the state.

ISSUES/ANALYSIS

On September 8, 2025, City staff applied for CalRecycle’s Rubberized Pavement Grant Program (TRP18) to fund eligible pavement rehabilitation projects. The application included pavement work on Monte Vista Avenue as part of the Traffic Signal Installation - Monte Vista Avenue at Walnut Avenue Project (TR212), on Cypress Avenue as part of the Pavement Improvements Zone 1 and Cypress Avenue Project (ST260), and future improvements on Edison Avenue and Chino Avenue as part of Pavement Improvements Zone 2. Eligible work under TR212 focuses on Monte Vista Avenue between Harrison Street and Riverside Drive, while ST260 includes improvements along Cypress Avenue from Walnut Avenue to the cul-de-sac south of State Route 60. On January 20, 2026, CalRecycle notified the City that the project was selected for a funding award of $138,525.

Staff recommend that the City Council accept the grant award for pavement improvements and appropriate $39,750 to Project TR212 for Monte Vista Avenue and $8,400 to Project ST260 for Cypress Avenue. The remaining grant funds will be brought forward for appropriation at a future date when the Edison Avenue and Chino Avenue pavement improvements project is presented to City Council. Based on the grant guidelines and award amount, the City will submit a reimbursement request upon completion of the eligible project work.
