RECOMMENDATION

1) Update Fiscal Year 2023-24 Capital Improvement Program Budget for the Euclid Avenue Bridge Project (R2401) to include a new project number ST243 and appropriate $426,000 from the Transportation Fund (320) backfilled by the General Fund (100) reserves with a corresponding increase to the project budget for project management services; 2) award a Professional Services Agreement to Project Partners, Laguna Hills, CA for $426,000 for Project Management Services for the Euclid Avenue Bridge Project (ST243); and 3) authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT

The Fiscal Year 2023-2024 Capital Improvement Program Budget for the Euclid Avenue Bridge Project (R2401) will need to be updated to include a new project number ST243 and an appropriation of $426,000 from the Transportation Fund (320) backfilled by the General Fund (100) reserves. There are sufficient General Fund reserves for this appropriation.

BACKGROUND

On November 7, 2023, the City Council awarded a Professional Services Agreement to Biggs Cardosa Associates, Inc., Orange, CA for Engineering Design and Bid Support Services for the Euclid Avenue Bridge Project (“ST243”). 

Euclid Avenue is a major regional highway/arterial that provides direct access to the 71/91 Fwy and 60 Fwy. Project ST243 will raise the profile of Euclid Avenue at Chino Creek to accommodate the free flow of storm water for most storm events. The highway will become an all-weather facility and will be able to serve motorists year-round without having to be closed during flash floods. It will increase motorist safety, eliminate the recurring maintenance cost for clean-up and debris removal after flooding.  It will also end the inconvenience to motorists from repeated road closures during the winter months. The project will also add pedestrian and bicycle facilities to make it a multi-modal corridor for all users.

Due to the scale and complexity of the project, the City needs an experienced Project Management firm to provide overall project management, coordination, and supervision of project consultants and sub-consultants to facilitate performance of the work. Project Management services are intended for the duration of project design and bid management, which is anticipated to be approximately 30 months.

 

ISSUES/ANALYSIS

Staff solicited an informal Request for Proposals (“RFP”) from three (3) consultants on the City’s approved On-Call Consultants list.  On March 20, 2024, two (2) proposals were received.  Staff evaluated and ranked the proposals based on the qualifications of the firm; past related experiences and performance; personnel/staffing plan; and work plan. Staff selected the proposed consultant within the guidelines of the State of California Government Code and the City’s Purchasing Ordinance. The proposed project manager provides over 30 years of experience in complex municipal project management and collaboration with Caltrans and the United States Army Corps of Engineers. The final ranking of the firms is shown below.
