1) Accept the City Hall South & 7th Street Theatre Roofing project (NC242 & IB249) completed by R&R Roofing & Waterproofing, Inc., Lake Elsinore, CA, Contract #2024-153; 2) authorize the City Manager to file the Notice of Completion; and 3) release the retention funds following the 35-day lien period.

BACKGROUND
On November 7, 2023, City Council awarded a construction contract (2024-153) to R&R Roofing & Waterproofing, Inc., Lake Elsinore, CA., in the amount of $149,590 with contingencies of $22,438.50 for a not-to-exceed contract amount of $172,028.50, for the City Hall South & 7th Street Theatre Roofing project. The project scope of work included:
City Hall South (formerly known as Old PD)
Pressure washing of the existing roof, repair of drains indicated during job walk, and repair of damaged or failed sections of existing cap sheet or mastic (to be replaced with Stressply IV Mineral Torch cap sheet or membrane). Additional work included removal of de-activated antenna equipment indicated during job walk and application of a water-proofing liquid membrane.
7th Street Theatre
The demolition and removal of the existing roof layers down to the substrate level, installing insulation board material, application of rolled roofing layers, application of a top layer (mineral torch-cap sheet), and recoating the entire roof with a reflective acrylic coating.
ISSUES/ANALYSIS
During construction, there was one unforeseen issue identified in the field and addressed as a modification to the project. This modification included the restoration of three additional landings at the City Hall South building that are attached to the building at various lower levels. Upon completion of the original scope, the project had available funds left over. Staff moved forward with repairing additional sections of the roof. These additional roofing facets needed to be addressed to ensure a completed water-tight roof and building (Change Order No. 1), bringing the total contract amount of the project to $161,805.41. R&R Roofing & Waterproofing, Inc. has satisfactorily completed all work within the project budget and has complied with the terms of the contract. A Notice of Completion has also been prepared for filing with the San Bernardino County Recorder’s Office.
