BACKGROUND
The City of Chino, the City of Chino Hills, and the Chino Valley Unified School District (CVUSD) maintain a tri-party agreement to provide a joint Crossing Guard Program. The program places trained personnel at designated intersections near local school sites to assist students traversing roadways during morning arrival and afternoon dismissal hours. The objective of the service is to manage pedestrian traffic and mitigate potential vehicular conflicts at designated locations during peak school commute times.
To manage the administration and operational logistics of the program, the three participating public agencies utilize a structured cost-sharing model. Under this framework, CVUSD covers a fixed percentage of the program cost, while the remaining operational obligations are divided between the cities of Chino and Chino Hills. This division is determined based on the proportional share of documented crossing guard service hours utilized within each respective city's municipal boundaries.
Additionally, under the cost-sharing agreement, the Chino Valley Unified School District (CVUSD) is responsible for 33.33% of the total program cost. The remaining financial obligation is divided between the cities of Chino and Chino Hills based on a pro rata share calculated from each municipality's respective service hours. Based on the current allocation of 17,100 service hours, the City of Chino’s share is established at 43.81% of the total cost, resulting in a net fiscal impact of $381,905.35.
ISSUES/ANALYSIS
The current tri-party agreement for crossing guard services must be renewed annually to align with the academic calendar and the municipal fiscal year cycle. Approval of the upcoming agreement ensures that crossing guard services remain uninterrupted at designated school intersections within the City of Chino for the 2026-27 school year.
The scope of work under the proposed agreement maintains the current service levels, providing deployment of trained personnel at high-volume intersections during peak school commute hours. Staff has reviewed the operational data and service hour allocations from the proposed scope and determined that the current framework effectively meets the traffic management and pedestrian safety needs of the community.
Staff recommends that the City Council approve the Agreement for School Crossing Guard Services for Fiscal Year 2026-27 in the amount of $381,905.35, and authorize the City Manager, or designee, to execute all necessary documents associated with this agreement.
