RECOMMENDATION

1) Accept the Measure I Award-Omnitrans 2025 Specialized Transportation grant in the amount of $249,775 for FY 2025 ($122,016) and FY 2026 ($127,759); 2) appropriate $34,516 for expense and increase revenue by $5,799 for FY 2025, and 3) authorize the City Manager to execute all necessary documents related to the funding program on behalf of the City.

BACKGROUND

On November 16, 2017, Omnitrans Special Transportation Services announced the release of the 2018 Measure I Specialized Transportation Grant funding cycle.  Funding was available to organizations that provide transportation services in the San Bernardino Valley subarea to seniors and persons with disabilities.  The funding comes from a portion of a one-half of one percent (.05%) sales tax approved by voters and generated in the incorporated and unincorporated territory of the County of San Bernardino.  This portion of the sales tax supports specialized transportation services directed to serve seniors and persons with disabilities.  The funding is to be used to enhance services for senior citizens and persons with disabilities, including offsetting operating costs associated with special transit services for these populations.  The funds cannot supplant any other type of funding already in use for the proposed service. 

 

Since FY 2019, the City has been awarded three funding cycles for a total of $525,374 to expand the Senior Mobility and Reliable Transportation (Get S.M.A.R.T.) program.  The Get S.M.A.R.T. program provides free door-to-door transportation to Chino residents within the City limits who are 50 years of age and older (seniors) for doctor’s appointments, shopping, banking, etc. With the grant, the program was expanded to include operating a second bus and adding Chino’s sphere of influence in the unincorporated areas of San Bernardino County to the service area.  This allowed for an increase in the number of participants transported each day, eliminating the waiting list.

 

ISSUES/ANALYSIS

On January 5, 2024, Omnitrans Special Transportation Services released applications for funding for the FY 2025 - FY 2026 funding cycle.  The City applied for additional funding from the previous years due to increasing costs for staffing and overall program operations for the expanded Get S.M.A.R.T. program.  On Monday, June 17, 2024 the City was informed its application was approved to continue the expanded Get S.M.A.R.T. program for a total of $249,775 for the FY 2025 - FY 2026 funding cycle, $122,016 for FY 2025 and $127,759 for FY 2026.  This will require an additional appropriation of $34,516 from the unappropriated reserves of the Community Services Fund and a $5,799 increase to revenue.  The $127,759 for FY 2026 will be included in the FY 2025-26 budget.
