RECOMMENDATION

​​​​​1) Approve a contract to The Holidays on Ice, Inc. in the amount of $75,000 towards the construction, operation, and maintenance of a portable outdoor ice-skating rink and associated equipment, such as lighting and audio-visual effects, 2) appropriate $75,000 from the General Fund, and 4) authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT

​​​​​​​Requires an appropriation in the amount of $75,000 from the available General Fund Budget surplus.  The General Fund will advance a 50% ($37,500) deposit of the $75,000 contract amount  to initiate the agreement: however, staff anticipates full reimbursement to the General Fund through sponsorship contributions, resulting in no net fiscal impact to the General Fund.

BACKGROUND

​​​​​​​​​​The holiday season in Chino provides some of the most popular community centered programming for residents of all ages from a Tree Lighting Ceremony to the Chino Youth Christmas Parade and Fair. Every year, Community Services, Parks & Recreation Department (CSPR) staff work diligently to provide fresh new programs, themes, and experiences for residents and visitors to enjoy.  In the spirit of providing new holiday traditions and innovative programming, CSPR proposes the addition of a new component to the winter festivities:  The Chino on Ice Winter Wonderland Experience.  It will feature a glowing ice skating rink under-the-stars theme surrounded by holiday lights, festive décor, and classic holiday music.

 

ISSUES/ANALYSIS

On May 7, 2026, the City solicited a Request for Proposals (RFP) on PlanetBids for the Ice Rink Rental.  On June 4, 2026, the City received three (3) proposals, which were evaluated and ranked by staff using the following criteria:

​Following an update to the scope of services, the City requested updated fee proposals from all three proposers for consideration in the final evaluation.  Based on the proposals, updated fee information, and overall alignment with the City’s needs and requirements, staff recommends City Council award a professional services agreement for $75,000 to The Holidays on Ice, Inc.  The proposal included relevant references, an overview of the proposed ice rink, equipment specifications and images, and proposed rink operations.

The Holidays on Ice, Inc. will be fully responsible for the construction, production, management, and operation of the temporary ice-skating rink. This responsibility includes all aspects of the rink’s installation and operation, day-to-day management, sales, operating personnel, equipment, supplies, and other operational items necessary to provide and maintain the ice-skating experience throughout the event period.

The ice-skating rink will be located in the former County parking lot immediately south of the City Hall front lawn.  The rink will be unveiled as part of the City's annual Tree Lighting Ceremony and will remain open for approximately four weeks, from December 6, 2026, through January 3, 2027.

The experience will feature a 100-foot by 40-foot real ice-skating rink, with a capacity of up to 120 skaters per hour, per session.

 

 

 

Hours of Operation:

Weeks 1 & 2:  Monday-Thursday, 3:00-9:00 p.m.; Friday-Saturday, 2:00-10:00 p.m.; and Sunday, 10:00 a.m.-9:00 p.m.

​Weeks 3 & 4:  Monday-Saturday, 10:00 a.m.-10:00 p.m.; Sunday, 10:00 a.m.-8:30 p.m., with special hours on Christmas Eve and New Year’s Eve, 10:00 a.m.-5:30 p.m.; Christmas Day, 10:00 a.m.-5:30 p.m.; and New Year’s Day, 10:00 a.m.-8:30 p.m.

​The hours of operation are subject to change and may vary in response to weather conditions. The Contractor shall adjust operating times as necessary to ensure the safety of participants, staff, and equipment, and shall provide timely notice to the City of Chino. 

​

                     Cost of Admission:

                     Chino Residents:  $20

                     Non-Residents:  $30

                     Skate Aid:  $10

                     Private Party:  $1,600

                     Youth Group:  $15 per participant, group size must be more than 10 participants. 

                     Admission will include skate hour plus skate rental.

 

​Staff anticipates high usage from local residents and a sizeable draw from non-residents in surrounding cities, as a real ice-skating rink is not offered as a holiday feature in this area.
