1) Approve a Measure I Fund (322) transfer of $319,093, from Chino Hills Parkway Rehabilitation Project (R7231) to Pavement Improvements Zone 1 & Cypress Avenue Project (ST260) for a revised project budget of $974,993; 2) approve the plans and specifications for construction as approved by the Director of Public Works; 3) award a construction contract to R.J. Noble Company for $852,884 for Project ST260; 4) authorize approved contract change orders up to ten percent (10%), for construction contingencies; and 5) authorize the City Manager to execute the necessary documents on behalf of the City.

FISCAL IMPACT
There is a cost savings identified in the project budget previously allocated to Chino Hills Parkway Rehabilitation Project (R7231). Approving this action transfers Measure I funds from Project R7231 in the amount of $319,093 to Project ST260. There is no fiscal impact on the Measure I fund, as this is a budget transfer reallocating funds between Capital Improvement Program (CIP) projects. BACKGROUND
California Streets and Highways Code Section 2108.1 requires that jurisdictions maintain a Pavement Management System (PMS). The City of Chino’s PMS, last updated in February 2022, includes a database of evaluated pavement conditions and prioritizes pavement repairs based on observed surface distresses, structural strength, and other field data. Street segments are ranked with a Pavement Condition Index (PCI) score to determine repair priority.
Using condition data, annual pavement projects are grouped for construction by the City’s quadrant-based capital improvement zones. This quadrant-based approach reduces contractor travel distances, improves construction efficiency, and allows for phasing of work to one zone per year to achieve economy of scale. This cyclical method enables consistent allocation of time and resources to maintain and improve the roadway network equitably.
Consistent with this approach, design work began in FY25-26 for Pavement Improvements - Zone 1 and Cypress Avenue (ST260). The project scope includes crack sealing, slurry sealing, asphalt grind and overlay on Cypress Avenue, minor concrete repairs to improve drainage, and pavement restriping. Slurry seal locations within Zone 1 were selected based on their low to moderate distress and narrow crack widths. Cypress Avenue was grouped with Zone 1 improvements due to the similar scope of work and to achieve more competitive bid pricing. Last year, the City completed Project ST241, which constructed six (6) ADA curb ramps at the intersection of Cypress Avenue and Filmore Street. Project ST260 will return to Cypress Avenue to complete asphalt grind and overlay activities from Walnut Avenue north to the end of the cul-de-sac. Future pavement projects will continue to rely on the City’s Pavement Management System to identify and prioritize roadway maintenance needs.
ISSUES/ANALYSIS
On May 14, 2026, the City issued an Invitation for Bids (IFB No. 2026-0012) “ST260 - Pavement Improvements Zone 1 & Cypress Avenue” via PlanetBids, in accordance with the City’s procurement policies and Public Contract Code. On June 11, 2026, the City received eleven (11) bids. The results were as follows:

RJ Noble Company was the lowest responsive and responsible bidder. Staff recommend that the City Council award a construction contract for $852,884 to RJ Noble Company for the Pavement Improvements Zone 1 & Cypress Avenue Project (ST260). Staff also recommend that the City Council authorize up to $85,288 (10% of the contract amount) for construction contingencies as allowable per Public Contract Code. Staff reviewed the Contractor’s licensing, bonding, references, and list of subcontractors submitted for the project and found all bid submittal documentation to be in order. The estimated project construction costs are itemized below:

This project is exempt from the California Environmental Quality Act (CEQA) according to Section 15301 of the CEQA Guidelines - Existing Facilities, which includes the operation, repair, and maintenance of highways, streets, sidewalks, gutters, bicycle and pedestrian trails, and other similar facilities. In compliance with CEQA Guidelines, a Notice of Exemption was filed with the San Bernardino County Recorder’s Office prior to the advertisement for bids.
