Award a Professional Services Agreement for $450,000 to Eurofins Drinking Water and Wastewater West, LLC, Pomona, CA for a five-year term for Drinking Water Analysis and Related Consulting Services; and authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
Sufficient funds have been budgeted in the proposed FY2026-27 Water Services (Fund 520) Operating Budget. Awarding this agreement is contingent upon the final budget adoption, which is scheduled for June 16, 2026.

BACKGROUND
California drinking water regulations require the City to regularly monitor and evaluate the quality of the drinking water distributed to customers to ensure compliance with State and Federal Safe Drinking Water Act requirements. These regulations are established and enforced by the California State Water Resources Control Board, Division of Drinking Water, and are intended to protect public health by ensuring that drinking water remains safe, reliable, and free from harmful contaminants.
Required water quality monitoring includes testing for microbiological contaminants, disinfectant residuals, inorganic and organic chemicals, radiological constituents, and other regulated substances that may impact human health. As part of these regulatory requirements, as well as the City’s commitment to public safety, the City collects and submits water samples to a State-certified laboratory for analysis.
Certified Laboratory testing is a critical component of the City’s water quality assurance program, providing verification that the City’s drinking water system continues to operate in compliance with applicable regulations. Routine analysis also serves as an early warning mechanism to identify potential water quality concerns, treatment process issues, or distribution system anomalies before they can pose a risk to public health and safety.
To ensure ongoing regulatory compliance and maintain the highest standards of public health protection, the City enters into a professional services agreement with a qualified laboratory to perform the required analytical testing and related consulting services.
ISSUES/ANALYSIS
On March 26, 2026, the City released a Request for Proposals (RFP No. 2026-0010) for "Drinking Water Analysis and Related Consulting Services" via PlanetBids, in accordance with City procurement policies. The City received three (3) proposals by the closing date of April 23, 2026.
A review committee, consisting of City staff, evaluated proposals separately to maintain confidentiality and fairness. Staff then scored these proposals using the following weighted criteria:
• Experience/Qualifications: 25%
• Past Performance/References: 25%
• Plan Methodology/Project Approach: 20%
• Quality and Responsiveness of Proposal: 15%
• Cost Evaluation: 15%
While cost is considered in the evaluation process, selection is not based solely on price. Instead, the City emphasizes overall qualifications, demonstrated performance, technical capability, and responsiveness to ensure the selected laboratory can provide accurate, timely, and reliable analytical services in support of regulatory compliance and the protection of public health and safety.
Following evaluation, Eurofins Drinking Water and Wastewater West, LLC received the highest average score and is recommended for contract award.
