BACKGROUND
The City was contacted by the California Public Employees’ Retirement System (CalPERS) to verify pay rates and special compensation for a retired City employee, specifically related to the Uniform Allowance benefit. As part of the verification process, CalPERS requested a copy of the Memorandum of Understanding (MOU) between the City and Teamsters Local 1932 Professional, Technical and Clerical Unit (Teamsters PTC Unit) that was in effect during Fiscal Year 2023-2024.
Upon review, it was discovered that language related to CalPERS uniform reporting guidelines had been inadvertently omitted from the MOU covering the period of July 1, 2023, through June 30, 2025. Despite the omission, the City confirmed that the practice of reporting the monetary value associated with providing and maintaining required employee uniforms to CalPERS has remained consistent and unchanged.
ISSUES/ANALYSIS
To ensure compliance with CalPERS reporting requirements and align with the City’s established compensation reporting practices, the City and representatives from the Teamsters PTC Unit met and reached a Tentative Agreement that reinstates the uniform reporting language retroactively to July 1, 2023.
The Tentative Agreement has been ratified by both parties. However, in accordance with CalPERS guidelines, formal approval by the City Council is required. The uniform reporting language has also been included in the Teamsters PTC Unit’s successor MOU, covering the period of July 1, 2025, through June 30, 2027, and was approved by the City Council on September 16, 2025.
There is no fiscal impact associated with this Tentative Agreement, as it reflects an existing and ongoing practice rather than a new or expanded benefit.
