RECOMMENDATION
The Planning Commission recommends the City Council receive and file the 2023 General Plan and Housing Element Annual Progress Report.
BACKGROUND
In July 2010, the City Council adopted Envision Chino 2025, a comprehensive update to the City’s General Plan. Section 65400 of the Government Code requires the Planning Commission review and forward to the City Council an annual report describing the City’s progress in implementing its General Plan and Housing Element. Once reviewed by the City, the report is required to be sent electronically to the Governor’s Office of Planning and Research (OPR), as well as the California Department of Housing and Community Development (HCD).
The City’s General Plan includes an introduction and Vision Chapter as well as 12 separate elements. The 12 elements cover the seven topics required by State Government Code Section 65302, including a Housing Element that is required to be updated every eight years. The Housing Element update was completed by the City in January 2022 and covers the 2021-2029 reporting period. While HCD has not yet officially certified the 2021-2029 Housing Element, HCD is still requiring the City to provide annual housing progress reports. The 2021-2029 Housing Element includes specific components such as an analysis of the existing housing stock, an analysis of existing and projected housing needs, and a quantification of the number of housing units that will be developed, preserved, and improved through its policies and actions.
The General Plan and Housing Element Annual Progress Report has been completed and is attached for review by the Planning Commission in accordance with State guidelines.
ISSUES/ANALYSIS
Staff reviewed the General Plan goals, policies, and actions, as identified in the Implementation Program (Exhibit “A” to the General Plan Annual Progress Report). The Implementation Program incorporates a narrative of the goals and action statements from the General Plan that have been completed or were in the process of being completed in 2023. During the 2023 calendar year, the City continued to implement many General Plan goals and policies through ongoing City programs, private development, and capital improvement projects. The report also identifies a General Plan Amendment to the City’s General Plan Land Use Element, Land Use Map and Zoning Map approved by the City in 2023 (Attachment “1” of Exhibit “A”).
The City also continues to implement the 2021-2029 Housing Element measures in an effort to add to the region’s supply of affordable housing through the multiple housing programs offered by the City. Exhibit “B” to the General Plan Annual Progress Report includes several tables that summarize the progress made in 2023 towards meeting the goals and objectives of the City’s 2021-2029 Housing Element.
