RECOMMENDATION

1) Accept the Chino Airport Driveway & Parking Lot Improvements Project (R7250) with Superior Paving Company Inc. DBA United Paving Co., Contract No. 2026-184 as complete; 2) authorize the Director of Public Works to file the Notice of Completion on behalf of the City of Chino; and 3) authorize the release of retention funds following the 30-day period.

FISCAL IMPACT

The contract was completed within the City Council approved budget. Any unused funds will be returned to their respective fund balance.

Upon acceptance of the work, the City will request reimbursement from the County for actual costs incurred for Project R7250 in accordance with the Cooperative Reimbursement Agreement.  The Cooperative Reimbursement Agreement amount was not to exceed $163,735.  The project completed within not to exceed agreement amount.

BACKGROUND

In November of 2023, the County Board of Supervisor’s Office identified the need to construct a left-turn pocket along Kimball Avenue serving access to the Threshold Aviation, a Chino Airport hangar owned by San Bernardino County. This turn-pocket was identified in conjunction with the City’s efforts to provide left-turn access into the commercial center located at the southeast corner of Euclid Avenue and Kimball Avenue. Through a collaborative effort, County Supervisor Curt Hagman requested the use of San Bernardino County’s American Rescue Plan Act (ARPA) fund allocation for median improvements on Kimball Avenue. The funding request included the design, construction, and inspection of left-turn pockets at two locations; one to serve the Chino Airport hangar; and one to serve the commercial center.

Prior to construction of the turn pockets, it was brought to the County’s attention that additional work on the airport property is required for the Chino Airport hangar property to properly utilize the requested left-turn pocket.  To allow this movement, additional grading and repaving of the County owned property was required. The County also requested the scope be expanded to include removal of existing striping by sandblasting, application of a slurry seal treatment, and restriping of the customer parking area.

The County was not able to procure a contractor to complete the on-site work and therefore approached the City to perform additional work on their behalf. To facilitate this request, the County entered into a Cooperative Reimbursement Agreement with the City of Chino on May 20, 2025, for a not to exceed amount of $163,735.

Following execution of the Cooperative Reimbursement Agreement, the City solicited informal bids for the approved scope of work for Project R7250 in accordance with the City’s Purchasing Ordinance. On December 18, 2025, the City entered into a contract with Superior Paving Company Inc., DBA United Paving Co., in the amount of $120,776.50. The work included onsite grading, asphalt paving, slurry seal, and striping within the hangar parking lot.

ISSUES/ANALYSIS

All work has been completed per the terms of the original construction contract and approved change orders. Two change orders were issued for this project. Change Order No. 1 revised the scope of work to include the application of cement-treated base material to existing soil, ensuring adequate subgrade compaction within the regraded parking lot. Change Order No. 2 serves as the final balancing change order, reconciling quantity adjustments to reflect the actual work completed. On March 31, 2026, Public Works staff along with a San Bernardino County representative, completed a joint site walk of the project. Both teams verified that the completed work satisfactorily addressed their shared project requirements and expectations.

 

Superior Paving Company Inc. DBA United Paving Co. has complied with the terms of the contract. A Notice of Completion has been prepared for filing with the San Bernardino County Recorders Office. The retention funds will be released 30 days after recording.
