RECOMMENDATION

1) Authorize the acceptance of an award of funds from the State Department of Resources, Recycling and Recovery (CalRecycle) City/County Payment Program (CCPP-23) in the amount of $23,619; 2) establish grant number G7242 for FY2023-24; 3) appropriate $23,619 to the Sanitation Fund with a corresponding appropriation in revenues; and 4) authorize the City Manager to execute the necessary documents on behalf of the City.

BACKGROUND

The state of California awards annual payments to cities and counties from the City/County Payment Program, funded from statewide beverage recycling monies collected for beverage container recycling and litter cleanup recycling activities. The state distribution award amounts are based on a per capita formula which also causes a fluctuation from year-to-year due to population change and CCPP fund availability.

 

ISSUES/ANALYSIS

The Department of Resources Recycling and Recovery (CalRecycle) administers this program and requires that the funds be used specifically for beverage container recycling programs, activities for school-aged youth, and community events.  The City's outreach includes distributing educational recycling materials, installing and distributing recycling bins at various locations throughout the City, public education and outreach promoting beverage container recycling, and purchasing and installing water bottle refill stations.

Staff received notification from CalRecycle that funding was approved from the City/County Payment Program to be expended during the grant cycle term of April 19, 2024, through March 1, 2026, which covers Fiscal Years 2023-24, 2024-25, and 2025-26. Therefore, staff is recommending an appropriation of $23,619 from the unappropriated reserves of the Sanitation Fund with a corresponding increase to the revenues. There are no city matching funds required and the City has already received the funds from the State Controller’s Office.
