RECOMMENDATION
Authorize the acceptance of the State Department of Resources, Recycling and Recovery (CalRecycle) Used Oil Payment Program (OPP16) grant funds in the amount of $13,225; 2) establish Grant No. G7805; 3) appropriate $13,225 to the Sanitation Fund with a corresponding increase in revenues for FY 2025-26; and 4) authorize the City Manager to execute the necessary documents on behalf of the City.

FISCAL IMPACT
Requires an appropriation of $13,225 to the Sanitation Fund (550), with a corresponding increase in Sanitation Fund revenues. This appropriation is fully offset with grant funding from the State of California, Department of Resources Recycling and Recovery, and no City matching funds are required.

BACKGROUND
The State of California awards annual Used Oil Payment Program (OPP) funds to cities and counties for used oil and used oil filter recycling activities. The State awards amounts are based on a per capita formula, which also causes fluctuation from year-to-year due to population change and OPP fund availability.
ISSUES/ANALYSIS
The Department of Resources Recycling and Recovery (CalRecycle) has made funds available to cities and counties since the early 1990s for support and promotion of used oil and household hazardous waste programs. These funds supplement costs for the City’s inspection of certified oil collection centers, as well as outreach, education, and materials to promote used oil recycling.
Staff received notification from CalRecycle that funding was approved from OPP to be expended during the grant cycle term of July 1, 2025, through June 30, 2027, which covers Fiscal Years 2025-26 and 2026-27. Therefore, Staff is recommending an appropriation of $13,225 from the unappropriated reserved of the Sanitation Fund with a corresponding increase to the revenues. There are no city matching funds required. The Fiscal Year 2025-26 funds have been distributed by the State Controller’s Office and received by the City.
