BACKGROUND
On July 17, 2025, the Planning Commission approved the developer’s application, submitted by PLC Communities, to subdivide the property located at 14022 Cypress Avenue, on the northwest corner of Edison Avenue and Cypress Avenue, into two numbered parcels and one lettered parcel for conveyance purposes within the East Chino Specific Plan area (Exhibit A). The subdivision is intended to establish separate legal parcels that may be individually conveyed, transferred, sold, financed, or held under separate ownership in the future. Approval of the Parcel Map provides the legal framework for future property transactions and potential development activities but does not, by itself, authorize construction or development beyond existing entitlements.
Parcel 1, consisting of approximately 2.84 acres, is intended to be developed in conjunction with an existing adjacent parcel to the north as part of a future 55-lot single-family residential development. Future development of Parcel 1 will require the developer to submit additional discretionary applications, including a Tentative Tract Map and Site Approval, for City review and approval. Those applications are anticipated to be submitted at a future date.
Parcel 2 consists of approximately 5.90 acres and includes land located within the Southern California Edison easement. Parcel 2 will retain the existing residential and agricultural uses, including a single-family residence and crop cultivation. Parcel A, located adjacent to Edison Avenue, is designated for dedication to the City for public right-of-way purposes consistent with future circulation improvements and roadway infrastructure needs.
ISSUES/ANALYSIS
Parcel Map No. 20988 (Exhibit B) has been reviewed by staff and determined to be consistent with the approved Tentative Parcel Map, the California Subdivision Map Act, the East Chino Specific Plan, and applicable provisions of the Chino Municipal Code. Staff has verified that all conditions of approval and requirements associated with the Tentative Parcel Map have been satisfied.
Pursuant to applicable provisions of the California Subdivision Map Act and City requirements, the City Engineer is authorized to execute the Parcel Map upon confirmation that all technical requirements have been met. The recommended authorization provided to the City Manager is not intended to permit execution of the Parcel Map itself, but rather to authorize execution of any ancillary documents, agreements, certificates, or administrative actions necessary to facilitate implementation of the approved Parcel Map on behalf of the City, as applicable.
