Award a Professional Services Agreement to Yunex, LLC, Riverside, CA, for a term through June 30, 2028, with an option to extend for two additional years, for City Owned and Operated Lighting System Maintenance Services at a total amount of $993,003; and authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
The cost of $376,880.60 for the scope of services is included in the FY 2025-26 Street Lighting Fund (Fund 360) and the Assessment Districts Funds (Fund 361) to cover the costs associated with these services. Funds for the subsequential fiscal years will be budgeted annually.

BACKGROUND
The City currently has approximately 8,700 streetlights within its jurisdiction. These streetlights are owned and maintained by a combination of entities: the City of Chino (approximately 3,250 lights), Southern California Edison (SCE) (approximately 2,700 lights), and Homeowners Associations (HOAs) (approximately 2,300 lights).
Streetlight maintenance services for all City-owned streetlights, parking lot lighting, and facility walkway lighting is currently performed under an existing Public Works contract. The scope of services includes routine preventative maintenance, emergency and unanticipated repairs (such as streetlight pole knockdowns and associated electrical repairs), and installation of replacement poles and related infrastructure.
As part of the City's ongoing commitment to energy efficiency and infrastructure modernization, the updated scope of work includes provisions to support the continued transition from High-Pressure Sodium Vapor (HPSV) fixtures to Light Emitting Diode (LED) technology. Some of the benefits for transitioning to LED include energy efficiency as LED fixtures consume significantly less energy compared to traditional HPSV lights, cost savings with reduced energy usage results in lower operational costs, extended service life as HPSV fixtures typically last 24,000 operating hours while LED fixtures range from 50,000 hours to 100,000 hours life span, and improved reliability since LEDs require less frequent replacement and provide more consistent illumination, enhancing public safety and service reliability.
The new agreement allows for LED upgrades to be completed as part of the repair process, supporting a gradual and cost-effective transition.
Included in the scope of work is a comprehensive, Citywide streetlight inventory and condition assessment. The goal of the assessment is to formalize and consolidate streetlight asset information into a standardized and consistent dataset for City use. The inventory and assessment will document and verify streetlight locations, confirm ownership responsibility where applicable, and capture key asset attributes for each pole, including pole height, light wattage, arm length, and related characteristics. The work will also align existing records with current field conditions to ensure consistency across all datasets.
Upon completion, the contractor will provide the verified streetlight data to the City for integration into the City’s GIS database. This enhanced inventory will support ongoing maintenance activities, allow for tracking of lighting and pole replacements, strengthen asset management practices, and improve operational efficiency, while building upon the City’s existing streetlight records and processes.
ISSUES/ANALYSIS
On October 2, 2025, the City released a Request for Proposals (RFP No. 2025-0024) “Maintenance Services for Citywide Street Lighting” via PlanetBids, in accordance with the City’s procurement policies. The City received three (3) proposals by the closing date of October 30, 2025. A review committee, consisting of City staff, evaluated proposals separately to maintain confidentiality & fairness. Staff then scored these proposals using the following weighted criteria:
• Experience/qualifications: 20%
• Past performance/references: 25%
• Plan methodology/project approach: 20%
• Quality of responsiveness of proposal: 15%
• Competitive pricing: 20%
As part of the RFP, proposers were asked to provide pricing for:
• Monthly routine preventative maintenance
• Emergency and unanticipated repairs (e.g. repairs due to traffic collisions)
• LED upgrade efforts
Emergency and unanticipated repairs are a significant portion of the services agreement. The average replacement cost of a concrete knocked-down streetlight is approximately $8,000. The City typically experiences 10 to 15 knockdowns per year, resulting in an estimated annual cost of $120,000. Staff makes every effort to recover costs when a responsible party can be identified. Additionally, an additional $200,000 has been projected to complete the Citywide LED Conversions Initiative by the end of Fiscal Year 2025-26.
Following the evaluation of the proposals, Yunex, LLC received the highest average score and is recommended for contract award.
