RECOMMENDATION
1) Approve contract Amendment No. 2 with Hunsaker and Associates Irvine, Inc., Contract No. 2025-187 for $94,620 for additional design engineering services related to WA223 Water Main Replacement - Russell Avenue; 2) rename CIP project WA223 to “Water Main Replacement - Russell Avenue & Walnut Avenue” to include Walnut Avenue scope of work; 3) rename CIP project WA242 to “Water Main Replacement - Philadelphia Street” to remove Walnut Avenue scope of work; and 4) authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND
The City’s Capital Improvement Program (CIP) includes waterline replacement projects to consistently deliver safe and reliable drinking water to all customers. The prioritization of waterline replacements is based on pipeline age, material type, and leak history. Consistent with this vision, City Council approved Staff’s recommendation to program the following projects (Exhibit A):
• WA223 Water Main Replacement - Russell Avenue (Walnut Avenue to Terry Avenue)
• WA242 Water Main Replacement - Philadelphia Street (Central Avenue to Oaks Avenue) and Walnut Avenue (Ramona Avenue to Tenth Street)
On September 6, 2022, the City Council awarded a professional services agreement to BKF Engineers, Contract No. 2023-149 for engineering design services for WA223.
On November 19, 2024, the City Council awarded a professional services agreement to Hunsaker and Associates Irvine, Inc., Contract No. 2025-187 for engineering design services for Walnut Avenue for WA242.
ISSUES/ANALYSIS
The scope of work in WA223 includes a replacement of Russell Avenue waterline and reconnection to Walnut Avenue waterline. The scope of work in WA242 includes replacement of Walnut Avenue waterline and reconnection to Russell Avenue waterline. Additionally, WA223 includes pavement restoration and ADA improvements. As both designs have progressed, it is most advantageous to combine the projects in the design phase so that they can be bid as one construction project. This approach will accelerate project delivery, reduce construction-related impacts on the community, enhance overall construction efficiency while also achieving economies of scale during the bidding process.
To implement this approach, staff requested a proposal from Hunsaker and Associates Irvine, Inc. to incorporate Russell Avenue and Walnut Avenue Water Main Replacements into a single design package and to provide additional design services to prepare existing facilities for future flow meter installation. Staff have reviewed the proposal and concur with the proposed scope and fees. The contract is summarized below:

Under this revision, WA223 will include the Water Main Replacement of Walnut Avenue (from Ramona Avenue to Central Avenue) and Russell Avenue (from Walnut Avenue to Terry Avenue), and preparation for future flow meter installation within the project limits. The scope of work for Project WA242 will be limited to Water Main Replacement of Philadelphia Street (from Central Avenue to Oaks Avenue).
Staff recommend that the City Council approve Amendment No. 2 to the agreement with Hunsaker and Associates Irvine, Inc. to incorporate the Russell Avenue and Walnut Avenue Water Main Replacement designs into a single project. Staff also recommend that CIP projects WA223 and WA242 be renamed to reflect the appropriate project limits. Staff recommend the following project titles be revised to match their scope of work:
• WA223 Water Main Replacement - Russell Avenue & Walnut Avenue
• WA242 Water Main Replacement - Philadelphia Street
