BACKGROUND

On February 6, 2024, the City Council approved a Cooperative Agreement between the cities of Chino Hills and Chino establishing shared cost responsibilities for the “Chino Hills Parkway Pavement Rehabilitation Project” (R7231). Under the agreement, cost shares for design services, CEQA documentation, and project management were apportioned with Chino Hills responsible for 86.5% and Chino responsible for 13.5%. For the construction phase, costs were identified to be split by jurisdictional limits of improvement: Chino Hills to fund construction entirely within its right-of-way, while the City of Chino funds work within its own right-of-way. As the majority of work resides within the City of Chino Hills, Chino Hills serves as the lead agency administering the project. Amendment No. 1 to the Cooperate Agreement was approved by the City Council on December 17, 2024, authorizing the City’s cost-share for additional design services in the amount of $13,576 for expanded curb ramp design.

The City of Chino Hills established the project limits to encompass two roadway segments along Chino Hills Parkway. Segment 1, fully residing within the City of Chino Hills limits, begins at its northwest city-limit and ends at Carbon Canyon Road. Segment 2 begins just east of State Route 71 (SR-71) and ends at Monte Vista Avenue, where the jurisdictional boundary between the City of Chino Hills and the City of Chino generally runs along the roadway centerline. As a result, the northern portion of Segment 2 is within the City of Chino, and the southern portion is within the City of Chino Hills (See Exhibit B).

The project scope includes pavement rehabilitation, curb ramp upgrades to meet Americans with Disabilities Act (ADA) standards, installation of traffic signal detection equipment, sidewalk improvements where applicable, and striping enhancements.

ISSUES/ANALYSIS

As the lead agency, Chino Hills is responsible for project development oversight, contractor procurement through competitive bidding, construction management, and overall project delivery. The plans and specifications for the construction of the Chino Hills Parkway Pavement Rehabilitation Project (R7231) have been reviewed and approved by City of Chino staff and are recommended for advertisement of bids.

*To be Determined (City of Chino Hills will procure).

The City of Chino Hills requested the City of Chino to approve the plans and specifications before advertising the project, so the plans become the basis of the competitive bidding process. The City of Chino Hills staff plans to bring a request to advertise for construction bids to their City Council for approval in November. The notice inviting bids will be hosted on the City of Chino Hills website. Following their advertisement, bid results and project construction schedule will be shared with City of Chino staff as coordination into construction continues. The current engineer’s estimate for the total project is $2.6M.

Accessibility

The project scope impacts the public’s access-to and alters the public’s usability of the Ramona Avenue and Chino Hills Parkway intersection. Prior to the ultimate improvements being built along Chino Hills Parkway within City of Chino right-of-way, pedestrian access was non-compliant in the east-west direction of travel. Improvements include upgrading the existing northwest curb ramp to meet ADA standards and adding an ADA compliant curb ramp on the northeast corner.

Environmental Determination

As the lead agency administering the project, Chino Hills is responsible for compliance with California Environmental Quality Act (CEQA) guidelines for the project. Following Chino Hills City Council approval on November 10, 2026, Chino Hills staff will file a notice of exemption formalizing their determination for the project with the County of San Bernardino in accordance with CEQA guidelines.
