Award a Professional Services Agreement with Jones Lang La Salle Americas, Inc. (JLL) for land acquisition and development project management, for up to a four-year term, with a total amount not to exceed $1,320,000 and authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT

The contract includes provisions for automatic annual renewals for up to four years, with a total not-to-exceed amount of $1,320,000. The initial allotment of $475,000 is incorporated into the adopted FY2025-26 Operating Budget and covers the first-year fees for JLL Project Management ($295,000) and Stantec ($180,000), as detailed in the fee schedule. Funding for subsequent years will be requested from the General Fund and is subject to City Council approval as part of the annual budget process.

BACKGROUND

In 2012, the Heman G. Stark Youth Correctional Facility was closed by the State of California, leaving the site vacant for over a decade. Since that time, the city has actively engaged with the California Department of Corrections to explore potential future uses of the property. This led local legislators to draft SB 536, a co-authored bill by Senator Susan Rubio and Assemblymember Freddy Rodriguez to authorize the State to enter negotiations with the City to purchase the underutilized land. The landmark bill allowed the City to prioritize the growing needs of the community. In 2023, the City Council unanimously adopted a resolution to support legislation to begin the negotiating process for acquisition, with the intent to focus on community and stakeholder engagement, to develop a comprehensive plan that will benefit the entire community with the potential for agriculture, housing, entertainment and retail uses. Additional support from San Bernardino County Supervisor Curt Hagman, Chaffey College, Chino Valley Chamber of Commerce and the surrounding cities underscored the regional impact of SB 536.

ISSUES/ANALYSIS

On February 27, 2025, the City released a Request for Proposals RFP No. 2025-0004 via Planet Bids, in accordance with City procurement policies. Through PlanetBids, six prospective bidders downloaded the RFP documents; however, only one proposal was submitted by the closing date. Staff acknowledge that the limited response may be attributed to the specialized scope of work, which required experience in both destination advisory services and agricultural retail development. Executive leadership met with the respondent to review the scope based on:

JLL's engagement will provide the City with dedicated project management expertise with the focus in agrotourism, agriculture, housing, entertainment and retail uses. JLL will act as an extension of the Economic Development and Development Services Divisions. Their role will bring structure and continuity to a multifaceted initiative that would otherwise exceed internal capacity and staff resources.

JLL brings a nationally recognized team with expertise in community engagement, land feasibility, real estate economics, financing strategy, and public-private development structuring.

Therefore, staff recommends the City Council Award a Professional Services Agreement with Jones Lang La Salle Americas, Inc. (JLL) for land acquisition and development project management, for up to a four-year term, with a total amount not to exceed $1,320,000 and authorize the City Manager to execute all necessary documents on behalf of the City.
