RECOMMENDATION
1) Approve an agreement with San Bernardino County and the City of Chino in the amount of $4,000,000, of which $2,000,000 will be provided from the Fourth District’s Priorities Program budget and $2,000,000 will be provided from the San Bernardino County Library Budget Unit; and 2) establish a non-capital project number R8291 for tracking purposes; and 3) authorize the City Manager to execute all documents on behalf of the City.

FISCAL IMPACT
The County will provide $4 million to the City upon project completion, anticipated in Summer 2028, which will be disbursed to the City’s Master Developer, Lewis Management Corporation. The City’s required $500,000 matching contribution will be funded by The Preserve Development Impact Fee Fund 265 (Public Use Facilities). Sufficient fund balance is available for this purpose. No appropriation is requested as part of this action. Upon completion of the project, Staff will return to the City Council for approval of the necessary budget appropriations for the County funding and the City’s required matching contribution.

BACKGROUND
The development of The Preserve area includes the construction of a Community Center and Library building required by the development agreement with Lewis Operating Corporation (LOC). As conditioned by the Preserve Development Agreement, the developer is required to design and construct a building in lieu of paying development impact fees for this City facility.
The Community Center is part of the Town Center block project located south of Market Avenue and east of Main Street. The total development will include a new 10+ acre public park adjacent to the Community Center.
ISSUES/ANALYSIS
Since July 2023, representatives from Lewis Operating Corporation, County Library, and City have met monthly to develop the conceptual design of the joint-use facility. The building is designed to serve both community and library needs and will include a public library with two maker space rooms, computer lab, and several shared-use areas, including public and staff restrooms, a covered outdoor stage, and a staff break/copy room. Additional community amenities include a basketball gymnasium, banquet room, and multiple multipurpose rooms.
To support the project, the County has committed $4,000,000 toward construction of the building. The County's investment reflects its commitment to expanding educational and literacy resources, as the new library, maker space, and computer lab will enhance learning opportunities and access to technology to residents.
Staff recommends that the City Council approve the agreement with the County of San Bernardino for the project funding in the amount of $4 million and authorize the City Manager to execute the agreement on behalf of the City.
