BACKGROUND

Steeler Storage (the “Applicant””) is proposing a truck and trailer storage facility at 5158 Eucalyptus Avenue. This will be the Applicant’s first truck storage. The project site is located within the Southern California Edison (SCE) easement that is located behind the existing industrial development adjacent to Central Avenue, which limits what can be constructed on the property.

Business Operation

The proposed truck storage facility is classified as outdoor storage per the Zoning Code, which requires approval of a Special Conditional Use Permit (SCUP) in the M1 zoning district, according to Chino Municipal Code Sections 20.07.030 and 20.23.080. The facility is designed to accommodate a maximum of 127 trucks and trailers. In addition, truck drivers will have the ability to securely store their personal automobiles on-site while they are on their delivery itineraries. The facility is proposed to operate between the hours of 6:00 am to 11:00 pm, seven days a week. No employees are proposed at the site; however, maintenance crews will periodically visit the site to ensure the site is well kept. For security purposes, the outdoor storage yard will be monitored by a third-party security company utilizing on-site surveillance cameras. In the future, the Applicant may also offer local car dealerships the opportunity for vehicle inventory storage at this location.

Site Design

The proposed project will be constructed on 5 acres of an existing 10.1-acre parcel with one point of entry and exit from Eucalyptus Avenue. The remaining portion of the parcel will remain undeveloped. The outdoor storage area is setback 109 feet from the public right-of-way and will be buffered by landscaping along Eucalyptus Avenue. A 10-foot-high decorative block wall with decorative pilasters will be constructed along the Eucalyptus Avenue street frontage to screen the trucks and trailers from public view. In areas not visible from the public right-of-way, a 10-foot-high wrought-iron fence will be constructed to secure the site. Access to the yard area will be granted via a vehicular entry pad that activates the rolling gate. A total of 127 parking spaces are proposed inside the yard area with each parking space measuring 12 feet in width by 75 feet in length. The drive aisle entrance from Eucalyptus Avenue will be 30 feet wide by 71.5 feet long prior to the rolling gate, allowing trucks to fully enter the site without encroaching onto Eucalyptus Avenue. Within the yard area, the drive aisle width increases to 73 feet, providing adequate maneuvering space for trucks entering and existing parking stalls. No structures are proposed as part of this development.

Landscaping

The project site meets the 10 percent landscape coverage requirement of the M1 zoning district. A landscaped setback measuring approximately 109 feet, located between the decorative block wall and back of sidewalk, will be fully landscaped with a mix of drought tolerant shrubs, screening trees, ground cover and vines along the block wall. In addition, two water quality basins are proposed within the landscaped setback to treat stormwater runoff generated from the project. In addition, public improvements are required along the Eucalyptus Avenue project frontage and include the continuation of accessible sidewalks, parkway landscaping, and the installation of three street trees, consistent with applicable City standards.

Public Noticing

A 10-day notice was mailed to all property owners within a 300-foot radius of the project site. In addition, a notice was published in the Chino Champion on February 7, 2026, and the City sent information out on the City’s social media platforms. In response to the public notice, no comments have been received. The notice exceeds legal noticing requirements.

ENVIRONMENTAL REVIEW

The proposed Project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to section 15332, In-Fill Development projects. The exemption applies to infill projects that are consistent with the General Plan and Zoning Requirements; are located on a project site of no more than 5 acres substantially surrounded by urban uses; are located on a site that has no value for habitat for endangered, rare or threatened species; will not result in significant effects relating to traffic, noise, air quality, or water quality; and are located on a site that can be adequately served by utilities and public services.  The proposed Project is located on 5 acres of an undeveloped 10.1-acre site and fully surrounded by existing development.  Furthermore, none of the exceptions to the categorical exemptions set forth in the CEQA Guidelines 15300.2, apply to this project.
