BACKGROUND
For several years, the Chino Police Department has actively participated in investigations or prosecutions that resulted in federal forfeiture. As a result, the city receives an equitable share of the net proceeds. Forfeiture funds are designated exclusively for law enforcement purposes and must supplement existing resources, not replace them.
ISSUES/ANALYSIS
The majority of the Chino Police Department’s SWAT Team armor kits (ballistic vests) were purchased in 2021 and have been in service for approximately five years. Based on the manufacturer’s recommended service life of five years, the Department is seeking to replace eighteen (18) aging armor systems to ensure SWAT personnel continue to have appropriate ballistic protection during high-risk tactical operations.
In 2025, the Department purchased two TYR Tactical armor systems for newly added SWAT operators. The Department proposes replacing the remaining aging armor with the same proven platform to maintain consistent equipment across the SWAT Team, support operational readiness, and ensure standardized equipment configuration and training. Existing compatible equipment can also be transferred to the new armor systems, reducing additional replacement costs.
The total cost to purchase eighteen (18) TYR Tactical PICO MVS armor systems with armor packages is $46,288.61, including applicable sales tax and shipping. The purchase will be processed as a single-source procurement in accordance with the City’s procurement requirements.
Funding for this replacement was not included in the FY 2026-27 General Fund budget. Staff recommend using available Asset Forfeiture funds for this one-time purchase of specialized law enforcement safety equipment. Use of Asset Forfeiture funds will supplement existing Department resources and allow the Department to replace the aging SWAT armor without impacting currently appropriated General Fund operating funds.
