RECOMMENDATION
1) Award Professional Service Agreements with Mark III Consultants, Inc. (Exhibit A) for $300,000, and Advanced Transportation Concepts Group, Inc. (Exhibit B) for $300,000 for a five-year term for as needed transportation engineering services, and; 2) authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
Sufficient funds, in the amount of $60,000 per fiscal year for each contract, have been included in the FY 2026-27 Adopted Budget in the Transportation Engineering Program. Sufficient funds will be budgeted in future proposed Fiscal Year Operating Budgets for both agreements.

BACKGROUND
The City's Advanced Traffic Management System (ATMS) is a specialized communication network that integrates more than 150 traffic signals, 100 cameras, associated communication equipment, and the citywide fiber-optic system connected to the Traffic Management Center (TMC) at City Hall.
