RECOMMENDATION
??1) Award a construction contract to United Storm Water, Inc. for $263,452 for Project SD231; 2) authorize approved contract change orders up to $26,345 for construction contingencies for a not to exceed contract of $289,797; and 4) authorize the City Manager to execute the necessary documents on behalf of the City.

FISCAL IMPACT
Sufficient funds are budgeted in the Fiscal Year 2026-27 Capital Improvement Program (CIP) for this project. Current expenditures to date include filing of the notice of exemption under the California Environmental Quality Act (CEQA) and publication of the Invitation for Bids. Fiscal Year 2026-27 project budget is summarized below:
