RECOMMENDATION
Award a Professional Services Agreement for $362,810 to Moffatt & Nichol, Long Beach, CA, for consulting services for Environmental Compliance, Regulatory Permitting, Right of Way, and Utility Coordination for the Pine Avenue Improvements Project (ST203); and authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND
Pine Avenue, between Euclid and Hellman Avenues, is a master-planned facility included in the City's Development Impact Nexus and Calculation Report, which will be a six-lane arterial roadway with a raised landscaped median. The Pine Avenue Widening and Improvement Project ("ST203") encompasses two main components: the widening of Pine Avenue between Euclid Avenue and Johnson Avenue to the ultimate six lane configuration ("Pine Widening") and improving the Euclid Avenue and Pine Avenue intersection ("Euclid/Pine Intersection").
