RECOMMENDATION
Approve a proposed modification to the Planning Commission Rules and Procedures to include language addressing the establishment of Sphere of Influence (SOI) Planning Commission Members to be effective on December 1, 2024.
BACKGROUND
On July 5, 2023, the City Council had an initial discussion to determine whether there was a desire to change and/or modify the Planning Commission appointment or term procedures. At the August 16, 2023 Planning Commission meeting, the Planning Commission discussed several questions posed by the City Council, including whether the Planning Commission should include a commissioner from the City's SOI either in advisory or voting capacity. The Planning Commission results were provided to the City Council in additional workshops held in 2024 to finalize Planning Commissioner representation for the SOI.
ISSUES/ANALYSIS
On October 5, 2024, the City Council adopted Ordinance No. 2024-010 amending Chapter 2.36 of the Chino Municipal Code for the addition of two members of the Chino Planning Commission from the City's SOI. As a result, the Planning Commission Rules and Procedures are being updated to reflect the two members from the SOI and the capacity in which they will serve as defined in Chapter 2.36 of the Chino Municipal Code. The proposed changes are summarized below:
* Two members are to be appointed to the Planning Commission to represent the SOI, with one member being from the north SOI area and one from the south SOI area.
