RECOMMENDATION
Adopt Resolution No. 2026-060, approving the Measure I Five-Year Capital Project Needs Analysis (CPNA) for Fiscal Years 2027/2028 to 2031/2032; and authorize the City Manager to execute all the necessary documents on behalf of the City.

FISCAL IMPACT
There is no direct fiscal impact associated with the adoption of the Measure I Five-Year CPNA. San Bernardino County Transportation Authority (SBCTA) staff will utilize the City’s CPNA submittal to prepare a cash-flow analysis, which serves as the basis for programming and allocating Measure I funds. Final funding allocations, including approval of eligible projects for reimbursement, are determined by the SBCTA Board as part of the Authority’s annual budget process, typically considered each spring.

BACKGROUND
In November 1989, San Bernardino County voters approved Measure I, authorizing the San Bernardino County Transportation Authority (SBCTA) to levy a half-cent sales tax to fund transportation projects and improvements throughout incorporated and unincorporated areas of the County. The original Measure I was effective for 20 years, from 1990 through 2010.
