RECOMMENDATION
1) Accept the Well 11 Pipeline Project (WA211), with MCC Equipment Rentals, Inc., Yucaipa, CA, Contract No. 2022-280, as complete; 2) authorize the Director of Public Works to file the Notice of Completion; and 3) authorize the release of the retention funds following the 35-day lien period.

BACKGROUND
On March 1, 2022, City Council awarded a construction contract to MCC Equipment Rentals Inc., Yucaipa, CA in the amount of $2,667,685.22 for the construction of Well 11 Raw Water Transmission Main Project (WA 211). Additionally, the City Council authorized expenditures of up to $266,768.52 (10% of the contract amount) for project contingencies, for a potential total contract amount not-to-exceed $2,934,453.74.
A total of three (3) Contract Change Orders ("CCO") were issued for the project. CCO No. 1 was issued for additional work to remove obstructions found in the raw water line trenches for the raw water line to be installed in the proposed alignment. CCO No. 2 was issued for additional work to install a domestic water line to the pump house as requested by Water Division Operations staff.
