BACKGROUND
New Laws in 2024
The first year of the 2023-2024 session of the California Legislature concluded on September 14, 2023, with the Governor's deadline to sign bills on October 14. In 2023, the California legislature passed 1,046 bills, with Governor Newsom signing 890 into law. A report on new 2024 State laws of significance to the City of Chino is provided in Attachment 1.
Year Two of 2023-2024 Legislative Session
The Legislature reconvened on January 3, 2024, kicking off the 2024 Legislative session. As the second year of the two-year session begins, the Legislature will focus on passing all two-year bills out of their houses of origin (Assembly Bills out of the Assembly and Senate Bills out of the Senate) by January 31, 2024. The City of Chino tracked 25 bills and submitted position letters to the legislature and Governor on several of these measures, with Joe A. Gonsalves & Son advocating for these bills on the City's behalf. A report on the status of State legislation tracked in 2023 and still pending in 2024 (two-year bills) that the City will continue to monitor, excluding those chaptered into law, is provided in Attachment 2.
In addition, all new legislative proposals must be submitted to Legislative Counsel for drafting by January 19, 2024. The last day to introduce bills is Friday, February 16, 2024.
