RECOMMENDATION
Adopt Resolution No. 2025-025 to update the City's Road Maintenance and Rehabilitation Account (RMRA) project list and projected revenues for Fiscal Year 2025-26.

FISCAL IMPACT
Upon approval of the attached Resolution No. 2025-025, an estimated $2,429,133 in revenue will be added to the Road Maintenance and Rehabilitation Account (RMRA) (Fund 327) as reflected in the FY 2025-26 Proposed Budget.

BACKGROUND
On April 28, 2017, Senate Bill 1, the Road Repair and Accountability Act of 2017 (SB1) was signed into law to provide funding for transportation infrastructure. This senate bill increased gas fuel tax and vehicle registration fees to establish the funds known as the Road Maintenance and Rehabilitation Account (RMRA) for pavement improvement projects. Every fiscal year, an allotment of RMRA/SB1 funding is distributed to eligible cities and counties pursuant to Streets and Highway Code (SHC) Section 2032(h). Prior to receiving an apportionment of RMRA/SB1 funds from the State Controller in a fiscal year, a city or county must submit a proposed list of projects to the California Transportation Commission (CTC). In addition, the list of projects must be approved by the City Council via a resolution and identified in the City's budget.
