Award a Professional Services Agreement for $196,260 to Glenn Lukos Associates, Inc., Santa Ana, CA for a five-year term for Magnolia Channel Biological Monitoring and Reporting Services; and authorize the City Manager to execute all necessary documents on behalf of the City.

Sufficient funds have been included in the FY2026-27 Adopted Budget in the Storm Drain Fund (Fund 540). Sufficient funds will be budgeted in future proposed Fiscal Year Operating Budgets.

BACKGROUND
As a part of the College Park Development's conditions of approval, off-site improvements alongside Edison Avenue impacted existing off-site drainage facilities, including the Magnolia Channel, requiring mitigation measures to address those impacts.
