BACKGROUND
The Compensation and Benefit Plan for Unrepresented Sworn Management includes provisions regarding Holiday Pay and Floating Holiday Time. The California Public Employees' Retirement System ("CalPERS") recently conducted a review of the City's Compensation and Benefit Plan for Unrepresented Sworn Management and determined these provisions must be updated to comply with the California Public Employees' Retirement Law ("PERL").
ISSUES/ANALYSIS
The PERL, which includes provisions from California Government Codes and the California Code of Regulations, establishes the criteria for reporting special compensation. In coordination with CalPERS, the City has revised the Compensation and Benefit Plan for Unrepresented Sworn Management to update the Holiday Pay and Floating Holiday Time language ensuring it is in compliance with applicable reporting requirements.
